CIW Inspection: Signage Best Practice

7 min readSignage for Care15 January 2026

A practical guide for care home managers in Wales on how dementia-friendly signage supports compliance with Care Inspectorate Wales (CIW) inspection standards.

Understanding CIW Inspections and Environmental Standards#

Care Inspectorate Wales (CIW) regulates and inspects care homes under the Regulation and Inspection of Social Care (Wales) Act 2016 (RISCA). CIW inspectors assess whether care homes provide a safe, comfortable environment that promotes the wellbeing and independence of residents. The physical environment, including signage, is a key area of focus during inspections.

Welsh Government policy places significant emphasis on person-centred care and the social model of wellbeing. CIW inspectors evaluate whether your care home environment supports residents to live as independently as possible. For residents living with dementia, clear and appropriate signage is fundamental to maintaining orientation, dignity, and autonomy within the care home.

CIW inspectors consider the following signage-related factors when assessing your care home:

  • Whether the signs identify the rooms residents need to find, and whether they are consistent across the building
  • Whether door signs are personalised and reflect each resident's identity and preferences
  • Whether signage uses appropriate contrast, pictograms, and text size for residents with visual or cognitive impairment
  • Whether the care home environment has been adapted in line with dementia-friendly design principles
  • Whether the responsible individual and manager can demonstrate how environmental decisions are informed by evidence and best practice

Pro Tip

Welsh alongside English: we make bilingual signs, with the Welsh set above the English, at no extra cost per sign. Tell us which rooms and we will put both languages on the schedule. Whether and where bilingual signage is required of your service is a question for your own reading of the Welsh Language Standards.

DSDC 1A Accreditation and Welsh Care Standards#

CIW does not mandate any signage accreditation. What a DSDC 1A certificate gives you is a document from the University of Stirling saying that a named product was independently assessed against its criteria for colour contrast, pictogram clarity and text legibility -- so if you are asked why you chose what you chose, the answer is written down somewhere other than in your own words.

Recommended Products

Our white pine dementia-friendly signs offer a light, contemporary finish that suits many Welsh care home interiors. Combined with our oak range, you can create a warm, residential signage scheme that meets DSDC 1A standards and impresses CIW inspectors.

Under RISCA, the responsible individual must ensure the care home environment is suitable for the needs of residents. Documenting your signage choices, including accreditation details and the rationale behind your scheme, strengthens your position during CIW inspections.

A well-planned signage scheme in your Welsh care home is not merely decorative. It is a functional tool that identifies every room and route, supports independent navigation, and provides tangible evidence to CIW that you have thought about the care environment and recorded what you specified.
